“Be still and know that I am God; I will be exalted among the nations, I will be exalted over the earth.”
In this song, God Himself speaks, and He speaks to nations in uproar. The surrounding lines picture kingdoms collapsing and armies stripped of bows, spears, and shields. "Be still" here means something like "stop fighting" or "let go." It is aimed at warring peoples as much as at anxious individuals, a call to lay down arms and recognize who is God.
